10月25日,國(guo)家(jia)發改委、國(guo)家(jia)能(neng)源局發布《關于(yu)加強(qiang)新形(xing)勢下電(dian)(dian)力(li)系(xi)統穩定工作的(de)指導意見》。在源網(wang)荷儲一體化已經成為新型電(dian)(dian)力(li)系(xi)統一大特色之(zhi)時,氫儲能(neng)已經成為支(zhi)撐電(dian)(dian)力(li)系(xi)統穩定性的(de)一個支(zhi)點(dian)。 該(gai)文件(jian)是從電力系(xi)(xi)統物理基礎、管理體(ti)系(xi)(xi)、技術創新三個(ge)方向,對源網荷儲提(ti)出進一(yi)步(bu)要(yao)求(qiu)。《指導意(yi)見(jian)》提(ti)出,科學安(an)排儲能建設(she),具體(ti)來看: 配(pei)置(zhi)方面:按需(xu)科學規劃與(yu)配(pei)置(zhi)儲(chu)(chu)能(neng)。根據電力系統(tong)需(xu)求,統(tong)籌各類調節(jie)資源(yuan)建設(she),因地制宜推(tui)動(dong)各類儲(chu)(chu)能(neng)科學配(pei)置(zhi),形(xing)成(cheng)多(duo)時間尺度(du)、多(duo)應用場(chang)景(jing)的電力調節(jie)與(yu)穩定控(kong)制能(neng)力,改善新能(neng)源(yuan)出力特性(xing)、優化(hua)負荷曲(qu)線,支(zhi)撐高比(bi)例(li)新能(neng)源(yuan)外送。 一(yi)、總體要求 (一)指導思想(xiang) 以習近平新時代(dai)中(zhong)(zhong)國(guo)(guo)特(te)色社會主(zhu)(zhu)義思想為指導,深入(ru)貫徹(che)黨的二十大精神,全(quan)面(mian)落實碳達峰碳中(zhong)(zhong)和戰(zhan)略部署(shu)和“四個革命(ming)、一個合作(zuo)”能源安(an)全(quan)新戰(zhan)略,深刻認識未來相當長(chang)時間內(nei),電(dian)(dian)力系(xi)統(tong)(tong)仍(reng)將(jiang)(jiang)維持(chi)(chi)交流電(dian)(dian)為主(zhu)(zhu)體、直(zhi)流電(dian)(dian)為補(bu)充的技(ji)術形態,穩(wen)(wen)定問題將(jiang)(jiang)長(chang)期存在,牢(lao)固樹立(li)(li)管電(dian)(dian)就(jiu)要管系(xi)統(tong)(tong)、管系(xi)統(tong)(tong)就(jiu)要管穩(wen)(wen)定的工作(zuo)理念(nian)。立(li)(li)足(zu)我國(guo)(guo)國(guo)(guo)情,堅(jian)持(chi)(chi)底線思維、問題導向,堅(jian)持(chi)(chi)系(xi)統(tong)(tong)觀念(nian)、守正(zheng)創(chuang)新,堅(jian)持(chi)(chi)先立(li)(li)后破(po)、遠(yuan)近結合,統(tong)(tong)籌發展和安(an)全(quan),做好新形勢(shi)下電(dian)(dian)力系(xi)統(tong)(tong)穩(wen)(wen)定工作(zuo),為中(zhong)(zhong)國(guo)(guo)式現代(dai)化建設提供可(ke)靠電(dian)(dian)力保障(zhang),滿足(zu)人民美好生活(huo)用電(dian)(dian)需要。 (二)總體思路 夯實穩(wen)定(ding)(ding)物理(li)基(ji)礎。科(ke)學構(gou)建(jian)源(yuan)網(wang)荷(he)儲結(jie)構(gou)與布局,保(bao)證電源(yuan)結(jie)構(gou)合理(li)和電網(wang)強度,建(jian)設充足的(de)靈活調節和穩(wen)定(ding)(ding)控制(zhi)資源(yuan),確(que)保(bao)必要的(de)慣量(liang)(liang)、短(duan)路(lu)容量(liang)(liang)、有(you)功(gong)、無功(gong)和阻尼支(zhi)撐,滿足電力系(xi)統電力電量(liang)(liang)平衡(heng)和安全穩(wen)定(ding)(ding)運行的(de)需求。 強化穩(wen)(wen)定管(guan)理(li)體系(xi)。圍繞高(gao)比(bi)(bi)例可再生能源、高(gao)比(bi)(bi)例電力(li)(li)(li)電子設備的電力(li)(li)(li)系(xi)統(tong)在源網荷儲互動環境下(xia)安全穩(wen)(wen)定運行,科學(xue)謀(mou)劃電力(li)(li)(li)系(xi)統(tong)轉型(xing)的發(fa)展方(fang)向和路徑,統(tong)籌規劃、建設、運行、市場、科研等各(ge)項工作,建立適應(ying)新型(xing)電力(li)(li)(li)系(xi)統(tong)的穩(wen)(wen)定管(guan)理(li)體系(xi),確保穩(wen)(wen)定工作要(yao)求在新型(xing)電力(li)(li)(li)系(xi)統(tong)全過程(cheng)、全環節、全方(fang)位落(luo)實。 加強科技(ji)(ji)創新支撐(cheng)(cheng)。圍繞(rao)系統安(an)全穩定技(ji)(ji)術(shu)需求,加強基礎(chu)理(li)論研究,推進(jin)重大技(ji)(ji)術(shu)和(he)(he)裝備攻關,加快先(xian)進(jin)技(ji)(ji)術(shu)示范(fan)和(he)(he)推廣應用,協(xie)同構建適(shi)應新型電(dian)力(li)系統的穩定技(ji)(ji)術(shu)標準(zhun)體系,以(yi)創新支撐(cheng)(cheng)新型電(dian)力(li)系統建設。 二、夯(hang)實電力系統穩(wen)定基礎 (三)完善合(he)(he)理的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)結(jie)構。統(tong)籌各(ge)類電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)規(gui)(gui)模和布局(ju)。可靠發電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)(neng)(neng)力(li)(li)要(yao)(yao)滿足(zu)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)電(dian)(dian)(dian)(dian)(dian)(dian)量平衡需(xu)(xu)要(yao)(yao)并留有合(he)(he)理裕度,為系統(tong)提供(gong)足(zu)夠的(de)(de)調峰、調頻、調壓和阻尼支(zhi)(zhi)(zhi)(zhi)撐(cheng);科學確定電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)接(jie)入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)壓等級(ji),實現對各(ge)級(ji)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)的(de)(de)有效支(zhi)(zhi)(zhi)(zhi)撐(cheng);構建(jian)多元互補的(de)(de)綜合(he)(he)能(neng)(neng)(neng)(neng)源(yuan)(yuan)供(gong)應(ying)體系。增強常規(gui)(gui)電(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)調節支(zhi)(zhi)(zhi)(zhi)撐(cheng)能(neng)(neng)(neng)(neng)力(li)(li)。新建(jian)煤電(dian)(dian)(dian)(dian)(dian)(dian)機組全(quan)部實現靈活性(xing)制造,現役機組靈活性(xing)改造應(ying)改盡改,支(zhi)(zhi)(zhi)(zhi)持(chi)退役火電(dian)(dian)(dian)(dian)(dian)(dian)機組轉(zhuan)應(ying)急備用和調相功(gong)能(neng)(neng)(neng)(neng)改造,不斷(duan)提高機組涉網(wang)性(xing)能(neng)(neng)(neng)(neng);積極(ji)推(tui)進(jin)主要(yao)(yao)流域水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)擴機、流域梯級(ji)規(gui)(gui)劃(hua)調整等,依法合(he)(he)規(gui)(gui)開(kai)展水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)機組改造增容,新建(jian)水(shui)電(dian)(dian)(dian)(dian)(dian)(dian)機組按需(xu)(xu)配置(zhi)調相功(gong)能(neng)(neng)(neng)(neng);積極(ji)安全(quan)有序發展核電(dian)(dian)(dian)(dian)(dian)(dian),加強核電(dian)(dian)(dian)(dian)(dian)(dian)基(ji)地(di)自供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)(neng)(neng)(neng)力(li)(li)建(jian)設;在落實氣(qi)源(yuan)(yuan)的(de)(de)前提下適度布局(ju)調峰氣(qi)電(dian)(dian)(dian)(dian)(dian)(dian);穩步(bu)(bu)發展生(sheng)(sheng)物(wu)質發電(dian)(dian)(dian)(dian)(dian)(dian)。大力(li)(li)提升新能(neng)(neng)(neng)(neng)源(yuan)(yuan)主動(dong)支(zhi)(zhi)(zhi)(zhi)撐(cheng)能(neng)(neng)(neng)(neng)力(li)(li)。推(tui)動(dong)系統(tong)友好(hao)型(xing)(xing)電(dian)(dian)(dian)(dian)(dian)(dian)站建(jian)設,有序推(tui)動(dong)儲(chu)能(neng)(neng)(neng)(neng)與可再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)協同(tong)發展,逐步(bu)(bu)實現新能(neng)(neng)(neng)(neng)源(yuan)(yuan)對傳(chuan)統(tong)能(neng)(neng)(neng)(neng)源(yuan)(yuan)的(de)(de)可靠替代;協同(tong)推(tui)進(jin)大型(xing)(xing)新能(neng)(neng)(neng)(neng)源(yuan)(yuan)基(ji)地(di)、調節支(zhi)(zhi)(zhi)(zhi)撐(cheng)資源(yuan)(yuan)和外(wai)送通(tong)道(dao)開(kai)發建(jian)設,推(tui)動(dong)基(ji)地(di)按相關標準(zhun)要(yao)(yao)求配置(zhi)儲(chu)能(neng)(neng)(neng)(neng),保(bao)障(zhang)外(wai)送電(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)的(de)(de)連(lian)續性(xing)、穩定性(xing)和高效性(xing)。 (四)構建堅強(qiang)(qiang)柔(rou)性(xing)電(dian)(dian)(dian)網平臺。明確網架構建原則。構建分(fen)層(ceng)分(fen)區(qu)、結構清(qing)晰、安全(quan)可控(kong)(kong)、靈(ling)活高(gao)效、適(shi)應(ying)新能(neng)(neng)(neng)源占比(bi)逐步提(ti)升(sheng)的電(dian)(dian)(dian)網網架,合(he)(he)理確定同(tong)(tong)步電(dian)(dian)(dian)網規模(mo);保證電(dian)(dian)(dian)網結構強(qiang)(qiang)度(du)(du),保持必(bi)要(yao)的靈(ling)活性(xing)和(he)冗余(yu)度(du)(du),具備與特高(gao)壓直(zhi)流(liu)(liu)(liu)、新能(neng)(neng)(neng)源規模(mo)相適(shi)應(ying)的抗擾動能(neng)(neng)(neng)力(li)和(he)靈(ling)活送(song)(song)受電(dian)(dian)(dian)能(neng)(neng)(neng)力(li)。提(ti)高(gao)直(zhi)流(liu)(liu)(liu)送(song)(song)受端(duan)(duan)(duan)穩定水(shui)平。直(zhi)流(liu)(liu)(liu)送(song)(song)端(duan)(duan)(duan)要(yao)合(he)(he)理分(fen)群,控(kong)(kong)制同(tong)(tong)送(song)(song)端(duan)(duan)(duan)、同(tong)(tong)受端(duan)(duan)(duan)直(zhi)流(liu)(liu)(liu)輸電(dian)(dian)(dian)規模(mo),新增輸電(dian)(dian)(dian)通(tong)道(dao)要(yao)避免(mian)過于集中;直(zhi)流(liu)(liu)(liu)受端(duan)(duan)(duan)要(yao)優化落(luo)點布局,避免(mian)落(luo)點過于密(mi)集;常規直(zhi)流(liu)(liu)(liu)受端(duan)(duan)(duan)和(he)新能(neng)(neng)(neng)源高(gao)占比(bi)地區(qu)應(ying)具備足夠的電(dian)(dian)(dian)壓支撐能(neng)(neng)(neng)力(li),短路比(bi)等指標要(yao)符(fu)合(he)(he)要(yao)求;積極(ji)推(tui)動柔(rou)性(xing)直(zhi)流(liu)(liu)(liu)技(ji)術應(ying)用。促進各(ge)級電(dian)(dian)(dian)網協調發(fa)展。合(he)(he)理控(kong)(kong)制短路電(dian)(dian)(dian)流(liu)(liu)(liu)水(shui)平,適(shi)時(shi)推(tui)動電(dian)(dian)(dian)網解環;推(tui)動建設(she)分(fen)布式(shi)智能(neng)(neng)(neng)電(dian)(dian)(dian)網,提(ti)升(sheng)配電(dian)(dian)(dian)網就地平衡能(neng)(neng)(neng)力(li),實現與大電(dian)(dian)(dian)網的兼容互補和(he)友(you)好(hao)互動。 (五)科學安排儲(chu)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)設(she)。按(an)需科學規劃(hua)與配(pei)置儲(chu)能(neng)(neng)(neng)(neng)(neng)。根據電力系統(tong)需求(qiu),統(tong)籌各類調節(jie)資(zi)源建(jian)(jian)(jian)設(she),因地制宜推(tui)(tui)動(dong)各類儲(chu)能(neng)(neng)(neng)(neng)(neng)科學配(pei)置,形成(cheng)多(duo)時間尺(chi)度、多(duo)應(ying)用場(chang)景的電力調節(jie)與穩定(ding)控(kong)制能(neng)(neng)(neng)(neng)(neng)力,改善新能(neng)(neng)(neng)(neng)(neng)源出力特性、優化負荷(he)曲線,支(zhi)撐高(gao)比(bi)例新能(neng)(neng)(neng)(neng)(neng)源外送(song)。有(you)(you)序建(jian)(jian)(jian)設(she)抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)(neng)(neng)(neng)。有(you)(you)序推(tui)(tui)進具備條(tiao)件的抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)(neng)(neng)(neng)電站建(jian)(jian)(jian)設(she),探索(suo)常規水(shui)電改抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)(neng)(neng)(neng)和混合式抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)(neng)(neng)(neng)電站技術(shu)應(ying)用,新建(jian)(jian)(jian)抽(chou)(chou)水(shui)蓄(xu)(xu)能(neng)(neng)(neng)(neng)(neng)機(ji)組應(ying)具備調相功能(neng)(neng)(neng)(neng)(neng)。積極(ji)推(tui)(tui)進新型儲(chu)能(neng)(neng)(neng)(neng)(neng)建(jian)(jian)(jian)設(she)。充分發揮(hui)電化學儲(chu)能(neng)(neng)(neng)(neng)(neng)、壓縮空氣儲(chu)能(neng)(neng)(neng)(neng)(neng)、飛輪(lun)儲(chu)能(neng)(neng)(neng)(neng)(neng)、氫儲(chu)能(neng)(neng)(neng)(neng)(neng)、熱(re)(冷)儲(chu)能(neng)(neng)(neng)(neng)(neng)等各類新型儲(chu)能(neng)(neng)(neng)(neng)(neng)的優勢,結合應(ying)用場(chang)景構建(jian)(jian)(jian)儲(chu)能(neng)(neng)(neng)(neng)(neng)多(duo)元融合發展模式,提升安全保(bao)障水(shui)平和綜合效率(lv)。 三、加強電力系統全過(guo)程穩定(ding)管理 (六)加強(qiang)(qiang)(qiang)電(dian)力(li)(li)系統(tong)規(gui)(gui)(gui)劃(hua)(hua)(hua)。統(tong)籌(chou)整(zheng)(zheng)體規(gui)(gui)(gui)劃(hua)(hua)(hua)。統(tong)籌(chou)源(yuan)網荷儲整(zheng)(zheng)體規(gui)(gui)(gui)劃(hua)(hua)(hua),強(qiang)(qiang)(qiang)化區域協同,加強(qiang)(qiang)(qiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)方(fang)(fang)案及(ji)過渡期安(an)全穩定(ding)(ding)和供(gong)電(dian)充裕性(xing)的(de)系統(tong)論證,提高規(gui)(gui)(gui)劃(hua)(hua)(hua)階段電(dian)力(li)(li)系統(tong)安(an)全穩定(ding)(ding)計算分析的(de)深度和精度,加強(qiang)(qiang)(qiang)系統(tong)調節(jie)能(neng)力(li)(li)統(tong)籌(chou)規(gui)(gui)(gui)劃(hua)(hua)(hua)。強(qiang)(qiang)(qiang)化規(gui)(gui)(gui)劃(hua)(hua)(hua)執行(xing)。嚴(yan)格按規(gui)(gui)(gui)劃(hua)(hua)(hua)推動(dong)源(yuan)網荷儲協同發(fa)展(zhan)、按時投運,滾(gun)動(dong)開(kai)展(zhan)供(gong)需(xu)平衡(heng)分析,合(he)理安(an)排支撐性(xing)電(dian)源(yuan)和調節(jie)性(xing)資源(yuan)建設,滿足(zu)電(dian)網安(an)全穩定(ding)(ding)運行(xing)、電(dian)力(li)(li)保供(gong)和新(xin)能(neng)源(yuan)消納要求。有序做(zuo)好銜(xian)接(jie)。加強(qiang)(qiang)(qiang)規(gui)(gui)(gui)劃(hua)(hua)(hua)與建設、運行(xing)等環節(jie)的(de)有效銜(xian)接(jie),提升規(gui)(gui)(gui)劃(hua)(hua)(hua)方(fang)(fang)案的(de)適應性(xing)、可行(xing)性(xing)與安(an)全性(xing);加強(qiang)(qiang)(qiang)一、二次系統(tong)銜(xian)接(jie),協調開(kai)展(zhan)安(an)全穩定(ding)(ding)控制系統(tong)的(de)整(zheng)(zheng)體方(fang)(fang)案研(yan)究(jiu)。 (七(qi))加強工(gong)程(cheng)(cheng)前期設(she)計(ji)(ji)。深化(hua)設(she)計(ji)(ji)方案(an)。在大型輸變電(dian)工(gong)程(cheng)(cheng)、大型電(dian)源接入系(xi)統、直(zhi)流輸電(dian)工(gong)程(cheng)(cheng)的可行性(xing)研究(jiu)及初步(bu)設(she)計(ji)(ji)工(gong)作中,加強工(gong)程(cheng)(cheng)對系(xi)統的影響(xiang)分(fen)析(xi)。開展(zhan)差異(yi)(yi)化(hua)補強設(she)計(ji)(ji)。針對重點區(qu)段開展(zhan)差異(yi)(yi)化(hua)設(she)計(ji)(ji),提升工(gong)程(cheng)(cheng)可靠性(xing)和抵御災(zai)害能力(li)。優(you)化(hua)二次(ci)系(xi)統設(she)計(ji)(ji)。合理配置繼電(dian)保(bao)(bao)護、穩定(ding)控制(zhi)、通信、自動化(hua)、監控系(xi)統網(wang)絡安全等二次(ci)系(xi)統,確保(bao)(bao)滿足相(xiang)關標(biao)準和反事(shi)故措施(shi)要(yao)求。 (八)加(jia)(jia)強(qiang)(qiang)電(dian)力(li)裝(zhuang)(zhuang)備(bei)(bei)管理。緊密(mi)圍(wei)繞電(dian)力(li)系(xi)統的(de)穩定技(ji)術要求開展相關裝(zhuang)(zhuang)備(bei)(bei)研制、系(xi)統試(shi)驗。針(zhen)對不同應用(yong)場(chang)景優化直流、新能(neng)源等電(dian)力(li)電(dian)子裝(zhuang)(zhuang)備(bei)(bei)的(de)并網(wang)性能(neng)。嚴格把關電(dian)力(li)裝(zhuang)(zhuang)備(bei)(bei)入網(wang)質(zhi)量,充(chong)分開展試(shi)驗測試(shi),消除裝(zhuang)(zhuang)備(bei)(bei)質(zhi)量系(xi)統性缺陷。對新研發(fa)的(de)首臺(套(tao))電(dian)力(li)裝(zhuang)(zhuang)備(bei)(bei),加(jia)(jia)強(qiang)(qiang)科學論證和風險(xian)管控。
